You are in your garden, at the school gate or on the bus and a cacophony of sirens starts screaming from every mobile phone and tablet in the vicinity, including your own.<\/p>\n<p class=\"mol-para-with-font\">It\u2019s the Government telling you your life is apparently in danger. There is a brief message, saying flood waters are rising or it\u2019s getting windy or there are wildfires about (though unless you speak English, you won\u2019t be able to read it).<\/p>\n<p class=\"mol-para-with-font\">So should you keep calm and carry on or scoop up your children and most precious possessions, and make a run for it?<\/p>\n<p class=\"mol-para-with-font\">One of the great British virtues used to be the ability to maintain a cool head in a crisis. This kind of scaremongering seems designed to send us all into a state of paroxysmal panic.<\/p>\n<p class=\"mol-para-with-font\">A nationwide test alert is due to sound on your device at 3pm on Sunday, April 23, whether you like it or not. No consultation and precious little advance warning.<\/p>\n<p class=\"mol-para-with-font\">It seems to be another phase in the campaign by officialdom to infantilise the population \u2013 especially where weather is concerned. The naming of every minor rainstorm was a major step in the process, giving the impression that we are in the constant grip of extreme events.<\/p>\n<p class=\"mol-para-with-font\">Everyone accepts that the climate is changing but this fetishisation of meteorology will be self-defeating, causing sensible people to switch off.<\/p>\n<p class=\"mol-para-with-font\">The new alert system also has other real world consequences. Domestic violence charities have already pointed out the risks to those in abusive relationships who have secret phones. And what effect would a mass alert have in a packed sports ground or music concert?<\/p>\n<p class=\"mol-para-with-font\">During Covid, we reluctantly put up with bureaucrats meddling in our lives (and our phones), but that was a global emergency. Now, it seems they plan to interfere whenever the mood takes them. It is creepy and Orwellian.<\/p>\n<p class=\"mol-para-with-font\">There are already ample mechanisms for warning the public about fire, flood and storm \u2013 not least looking out of the window and turning on the radio or 24-hour television news.<\/p>\n<p class=\"mol-para-with-font\">If the Government really wants to improve public safety, it would do much better scrapping \u2018smart\u2019 motorways and mixed-sex NHS wards than engaging in this kind of ridiculous humbug.<\/p>\n<\/div><\/div>\n<p class=\"mol-para-with-font\">Lucy Hadley, of Women&#8217;s Aid, a domestic abuse helpline, said: &#8216;We are working with our members and using our direct services to ensure that survivors who we come into contact with will be informed, and know how to opt out.<\/p>\n<p class=\"mol-para-with-font\">&#8216;We urge the Government to ensure the safety of survivors is central to the roll-out of this scheme, particularly through raising awareness about how to opt out.&#8217;<\/p>\n<p class=\"mol-para-with-font\">Caroline Abrahams of the charity Age UK said there were &#8216;very sound reasons&#8217; for testing the alarm but called on the Government to &#8216;ramp up&#8217; its communications campaign so that &#8216;no one is taken unawares&#8217;.<\/p>\n<p class=\"mol-para-with-font\">She added: &#8216;It&#8217;s really important that we all know what to expect, especially those older people who might be confused or worried if their phone goes off unexpectedly on Sunday afternoon.&#8217;<\/p>\n<p class=\"mol-para-with-font\">The AA has questioned whether it was right to test the system on a day when less confident &#8216;Sunday drivers&#8217; were on the road, warning that the loud siren going off in a car could trigger &#8216;some sort of panic&#8217;.<\/p>\n<p class=\"mol-para-with-font\">Government officials decided not to send the warning during the televised FA Cup semi-final between Manchester United and Brighton starting at 4.30pm. However other matches \u2013 and the London Marathon \u2013 could be affected.<\/p>\n<p class=\"mol-para-with-font\">There are even fears the alert could disrupt matinee performances in theatres. West End playgoers will be urged to turn their phones off.<\/p>\n<p class=\"mol-para-with-font\">Similar systems are used for warnings in other countries including the US, Canada and Japan. In 2018 a mistake led to residents of Hawaii receiving an alert saying there was an incoming &#8216;ballistic missile threat&#8217; and concluding &#8216;this is not a drill&#8217;.<\/p>\n<p class=\"mol-para-with-font\">The message that will pop up on phones will read: &#8216;This is a test of Emergency Alerts, a new UK government service that will warn you if there&#8217;s a life-threatening emergency nearby. In a real emergency, follow the instructions in the alert to keep yourself and others safe. Visit gov.uk\/alerts for more information. This is a test. You do not need to take any action.&#8217;<\/p>\n<p class=\"mol-para-with-font\">The Government said it would use the alarm sparingly and primarily to issue warnings over chemical leaks or when severe weather such as extreme flooding presented a threat to life.<\/p>\n<p class=\"mol-para-with-font\">Chris Phillips of the International Protect and Prepare Security Office said: &#8216;I can see the benefit of saying to stay away from a certain area in the event of something like a terror attack.<\/p>\n<p class=\"mol-para-with-font\">&#8216;In that case, perhaps a silent message \u2013 without the alarm \u2013 would be appropriate. But there is a danger in this being overused. I would hope that this is used judiciously.&#8217;<\/p>\n<p class=\"mol-para-with-font\">Tim Holman, chief executive of cybersecurity firm 2-Sec, said: &#8216;I am a little concerned about anyone driving a vehicle, who may be momentarily distracted by a smartphone in siren mode. It&#8217;s very loud.
