Plans to expand London’s controversial clean air scheme across all 33 boroughs of the UK capital can go ahead after the High Court on Friday dismissed a legal challenge to the plan.
The challenge had been brought by five councils which argued that a public consultation for the ultra-low emissions zone (Ulez) was flawed and that London mayor Sadiq Khan’s exceeded his powers in introducing the scheme.
But Mr Justice Jonathan Swift ruled that he was satisfied that the expansion was within the mayor’s powers and the public consultation was lawful.
Ulez — which Labour blamed for its failure to seize Uxbridge in a recent by-election — is due to start on August 29 and imposes a £12.50 daily charge on drivers of older and more polluting vehicles.
