Systems Integration Office, DMV, Lottery Recruiting for Key Roles – insider.govtech.com


Three state entities, the Office of Systems Integration (OSI), the California Department of Motor Vehicles (DMV) and the California State Lottery are looking to fill positions in key roles.

OSI, one of five offices within the California Health and Human Services Agency, is seeking a deputy director, a Career Executive Assignment, to serve as the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS) project director. The person selected will work under direction of the chief deputy director/chief information officer to oversee development, implementation and operations of the CalHEERS project, which the job posting describes as “one of the most technically and politically complex projects in state government.” The project underpins programs administered by the California Health Benefit Exchange (Covered California) and the Department of Health Care Services. Both are co-sponsoring the project.

“This position requires the highest level of project management, communication, collaborative skills and tact and diplomacy,” according to the posting.

Desirable qualifications and abilities in the duty statement include knowledge/experience in:

  • The state IT procurement process
  • State and federal budgeting and project approval processes
  • Providing legislative testimony
  • Complex IT enterprise systems and their inherent challenges

Duties and responsibilities include:

  • 35 percent: Offering CalHEERS leadership and strategic direction to make sure the project and its organizational objectives are done with effective project management; setting policy and governance models in CalHEERS; and keeping budget allocations and expenditures on schedule
  • 35 percent: Ensuring effective resource management across state, prime vendor and consultants; being primary liaison between project, sponsors and executive steering committee; and communicating and working with stakeholders
  • 25 percent: Providing direct management and supervision of CalHEERS’ prime vendor and support contractors; managing contractor performance; and approving CalHEERS work products and deliverables
  • 5 percent: Other duties as assigned

The position has a monthly salary range of $12,329 to $13,998, and the application deadline is June 9.

The Lottery is seeking a chief enterprise architect, an IT Manager I position, to work under its chief innovation officer and take charge of “managing, planning, organizing and directing” the work of the Lottery’s Enterprise Architecture Office (EAO), as well as supervise “multi-functional staff and matrixed architecture resources.” The position oversees the enterprise architecture program in many respects including “architecture framework, policy, processes, and standards.”

Responsibilities include:

  • Realizing business and tech strategies via organizational transformation to maximize enterprise business value
  • Identifying enterprise business drivers to determine architecture requirements for future strategies and road maps
  • Analyzing the tech environment to detect deficiencies and recommend improvements
  • Identifying organizational resources, structures and cultural change needed to support the enterprise

Essential functions, according to the duty statement, include:

  • 35 percent: Manage the EAO; supervise “multi-functional IT Specialist II staff;” set program vision, goals and objectives to develop and support the enterprise architecture program and accomplish Lottery’s mission
  • 30 percent: In a management capacity, oversee the EAO and manage the “complexity of the Lottery’s tech ecosystem;” set success criteria for EAO staff and enterprise resources to “promote high-performing teams;” lead architecture staff in analyzing technical and business requirements and implementing application solutions to meet business needs
  • 20 percent: Lead EAO in developing and governing the architecture enterprise-wide; define the enterprise architecture process and the architecture review process; chair the Architecture Review Board to give oversight of all proposed and in-the-works projects

The DMV is seeking a security architect – telework, an IT Specialist II classification, an “enthusiastic” individual capable of bringing “expert-level lead and technical support” to one of the state’s best-known and most used departments. The person hired will work under DMV’s chief information security officer as part of a “dynamic team that is responsible for protecting DMV information assets,” and supporting the development of “security guidelines, system security access strategies, security standards, principles and procedures.”

“The incumbent produces high-level security frameworks and designs as well as participates as a project member representing the CISO on DMV’s most complex IT projects, according to the job posting. “The incumbent shall have cross-competencies, must be able to offer guidance, and advise the CISO.”

Duties and responsibilities, according to the duty statement, include:

  • 35 percent: Acting as “expert-level lead providing technical and architectural advice to Information Systems Division (ISD) teams” on development of the enterprise security framework; leading security initiatives and making recommendations on future initiatives; communicating with ISD teams
  • 25 percent: Serving as consultant on information security risk analysis and compliance initiatives to support areas including enterprise information systems; doing “subject matter expert-level technical review and analysis of DMV information systems” and evaluating and reporting “threats and incidents impacting DMV’s IT resources to develop mitigation strategies”
  • 10 percent: Giving expert-level support for the department’s security tools and capabilities; staying informed on “the features and security controls in DMV’s hosting environments” and staying aware on “emerging methodologies and best practices related to software-defined network concepts”
