As of April, 123 out of 222 evaluated government agencies have migrated from legacy contracts to the Enterprise Infrastructure Solutions (EIS) contract for telecommunications and information technology products and services, according to Laura Stanton, an official at the General Services Administration (GSA). Stanton, the assistant commissioner for the Office of IT Category at GSA’s Federal Acquisition Service, stated in a blog post that eight agencies have requested a two-year extension to complete their transition to EIS, with a new deadline of May 31, 2026, for adoption of the contract.
Under the terms of the EIS contract, agencies that signed a memorandum of understanding with GSA will see continuity of service (CoS) end by May 2024. For those authorized to use extended CoS, the termination of service will occur on May 31, 2026.
Stanton also highlighted that agencies that have completed their transition to EIS have implemented Trusted Internet Connection 3.0 architectures and enhanced their cyber resilience.
In addition to the transition progress, GSA announced the appointment of Jake Marcellus as the executive director of the Office of Enterprise Technology Solutions in February. Marcellus, who has experience managing telecommunications initiatives at the Department of Defense, now oversees GSA’s enterprise telecommunications, satellite communications, and mobility services including the EIS program.
Stanton stated that Marcellus has been tasked with improving the customer agency experience during the EIS transition and outcome. His team has developed a system to identify the most significant transition risks using disconnect data and make the necessary executive engagements with agencies. The team is also assisting agencies in problem identification, technical platform consultation, and facilitating requests for extensions until 2026.
