India to set up data innovation lab to address data-related challenges, guidelines notified



In a move to generate beta statistics or new statistics using innovative, alternative and emerging data source, India aims to set up a Data Innovation (DI) Lab.The Ministry of Statistics and Programme Implementation (MoSPI) has notified the guidelines for its DI Lab which will also help collaborate with entrepreneurs, startups, and institutions such as research organisations across the world. It also notified the governing council for the lab, which would be chaired by MoSPI secretary.

The selection committee that shall gather proposals from researchers to develop methodologies that can help improve the quality of the national statistical system and the creation of beta statistics, which rely on innovative ideas to develop databases and find new ways for data collection.

Beta statistics are the ones which use innovative, alternative and emerging data source including administrative statistics, new and innovative data collection, and processing and dissemination methodologies.

“The DI-Lab component has been envisioned to promote innovation & adoption of Information Technology in the field of Official statistics and address challenges faced by the National Statistical System,” MoSPI said in a notification.

As per the notification, there is a requirement of continual improvement and innovation in the field of Official Statistics which can be achieved by setting a DI Lab.“This will provide a safe place for experimentations and create a network of institutions for strengthening the eco system for innovation…and address the challenges being faced by the National Statistical System (NSS),” it said.
