POSITION SUMMARY:

The Global Health Security Technical Advisor will report to the Deputy Chief Health Officer and work closely with other members of the technical unit. This is a full-time position based in the organization’s headquarters, with frequent travel to program sites as needed.

The Global Health Security (GHS) Technical Advisor will work with the team to provide thought leadership, technical strategy, and programmatic support to coordinate infectious disease outbreak response with country teams, emergency response team, and other regional teams. S/he will serve as an Advisor and/or provide assistance to the field in the area of infectious diseases; representing Project HOPE in interagency working groups; serving as a liaison with other USAID Bureaus; and providing technical leadership for GH projects and emerging threats activities to strengthen infectious disease outbreak response. The Technical Advisor will coordinate with the technical unit, regional and country teams, the M&E unit, and technical staff in our country office to develop, implement and monitor donor-funded programs.

PRINCIPAL RESPONSIBILITIES:

Thought Leadership and Technical Strategy

  • Serve as a thought leader for GHS activities at Project HOPE, represent the organization in relevant technical working groups, committees, and forums, and share technical expertise and knowledge with stakeholders.
  • Provides leadership and technical expertise and related capacity-building efforts.
  • Identifies developmental opportunities and shapes the strategic direction of the GHSA portfolio.
  • Organizes and leads the related strategic program and project planning and development.
  • Conducts research and analysis on emerging health security threats and trends and develop recommendations for appropriate response and preparedness measures.
  • Functions as a senior advisor to Project HOPE staff on infectious disease programming, focusing on at least two of the following technical areas: epidemiology, surveillance, risk communication, community engagement, infection prevention, and control.
  • Engages regularly with field staff on in-country project activities, coordinate with other Technical Advisors, and liaise within Global Health teams and other agencies to garner best practices and leverage investments towards Project HOPE’s development mandate.

Program Management and Oversight

  • Leads development, implementation, and monitoring of the GHS Program to achieve programmatic, financial, and administrative goals while ensuring that project resources are utilized by donors and Project HOPE policies and procedures.
  • Provides technical guidance and support for designing, developing, and implementing health security programs and activities.
  • Collaborates with program managers, technical experts, and partners to develop program strategies, work plans, and budgets.
  • Conducts assessments and analyses of GHS programs and systems to identify gaps and opportunities for improvement.
  • Develops and delivers technical training and capacity-building programs to enhance the skills of program staff and partners.
  • Monitors and evaluates program performance and provide regular feedback and recommendations for improvement.
  • Oversees the development and management of project monitoring and evaluation activities, ensuring that quality data is available for documenting and reporting successes, strategic decision-making, and future program development.
  • Provides leadership in assessing and improving the GHS methodology and internal work processes to ensure flexibility and responsiveness to participating grantees and institutional partners’ needs and achieve programmatic objectives.
  • Support Project HOPE staff on all matters related to the GHS portfolio and reporting requirements, as needed; and

Business Development and Growth

  • Provides leadership at headquarters in new proposal development and in the field to achieve project and organizational goals and objectives.
  • Supports the Business Development, Development department, Country Directors, RDs, country, and other technical staff to prepare technical sections, including developing the technical narrative, indicators within identified proposals
  • Actively represents the GHS, promoting its programs and methodologies and contributing to Project HOPE’s reputation of excellence in system strengthening and development assistance.

Partnerships and Representation

  • Develop and maintain relationships with key partners and stakeholders in the global health security sector and identify opportunities for collaboration and partnership.
  • Oversees establishing and implementing partnerships, including solicitation and selection, partner orientation, ongoing support and guidance, approval and monitoring of program work plans and budgets, and evaluation.
  • Oversees the planning, coordination, and implementation of GHS-topic-related country and regional and global conferences, workshops, and other activities related to the GHS programs.
  • Serves as liaison to the funding agency, other donor agencies, and the general public regarding Project HOPE’s GHS programs.

MINIMUM QUALIFICATIONS:

  • PH, MD, Ph.D., or master’s degree and equivalent experience in public health or a related field (clinical experience, either domestic or international, a plus.
  • Minimum of 5 years of experience in global health security, disease surveillance, outbreak response, or related field.
  • Past global health epidemiology fellowship experience such as CDC EIS or FETP is desired
  • Experience working with international organizations, government agencies, and/or non-governmental organizations in global health security.
  • Strong technical knowledge of health security principles, policies, and practices.
  • Demonstrated ability to develop and implement health security programs and activities.
  • Excellent analytical and problem-solving skills.
  • Strong communication and interpersonal skills and ability to work effectively in a team environment.
  • Fluent in English, with excellent written and verbal communication skills.

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship

Salary range starting at $95,000 USD per year. Compensation for the role is dependent on several factors including a candidate’s qualifications, skills, and experience.
