Our team at CISA works every day to protect our federal civilian government, SLTT partners, and critical infrastructure from rapidly evolving cyber threats, whether from People’s Republic of China (PRC) cyber actors or ransomware gangs. Even as we invest in technology and capabilities to address these threats, our success is dependent on our people. I’m thrilled to welcome two senior leaders into our Cybersecurity Division: Andrew Scott, who will serve as Associate Director for China Operations, and David Carroll as our Associate Director for Mission Engineering. Andrew and David bring a breadth of exceptional talent, experience across government and industry, and dedication to our mission:
- Andrew’s career spans strategy, operations, and crisis response across technology and foreign policy disciplines. He has served twice at the White House, most recently as Special Assistant to the President and Senior Director for Cyber Policy and previously as Director of International Cyber Policy. Andrew also served at the Central Intelligence Agency, where he led analytic and operational efforts on foreign cyber threats. Two themes have dominated Andrew’s 20-plus year career: cybersecurity and China. This experience is a perfect fit for a newly established role that will guide our Cybersecurity Division’s efforts to ensure that we are positioned to protect the American people most effectively against PRC cyber threats.
- David is returning to the Department of Homeland Security, bringing more than 25 years of combined experience in operations, management, and governance of security, privacy, and risk programs where he has played a variety of roles in both the public and private sectors—coming most recently from Google. He brings a unique perspective on cyber operations thanks to his service as a U.S. Navy Reservist. An expert and trusted advisor on the cloud, mobile, and virtual environments critical to today’s enterprises, he has been assigned to various positions related by cyber and digital transformation, to include at the North Atlantic Treaty Organization (NATO). David is joining us to lead our recently re-named Mission Engineering organization in developing and executing foundational analytics and infrastructure powering the cyber operators across our cybersecurity mission, which we call the Cyber Analytics Data System.
Our nation faces extraordinary risks. We need extraordinary teams with extraordinary leaders.
