29 lakh Indians have obtained Aadhaar without Iris or fingerprints; how to apply



An individual can enrol in Aadhaar without submitting their biometric information. However, you need a valid reason such as a fingerprint is blurry or IRIS is unreadable, etc. to do it.

According to data shared in Lok Sabha on December 20, 2023, 29 lakh Indians have got their Aadhaar without the biometrics. “To date, UIDAI has issued Aadhaar numbers to nearly 29 lakh persons who had missing fingers or were otherwise unable to provide finger or IRIS or both biometric,” said Rajeev Chandrasekhar, Minister of State for Electronics and Information Technology.

How to get an Aadhaar without any one of the biometrics?

If either the fingerprints or the IRIS is not recognisable or readable then any one of the working biometrics (fingerprint or Iris) can be used to get an Aadhaar.

“The details of the provisions made for issuing Aadhaar numbers to people without hands or visible fingerprints,” the question which was asked in Lok Sabha.

Minister Chandrasekhar said, “Standard advisory has been sent to all Aadhaar Service Kendras giving instructions that Aadhaar should be issued to people having blurred fingerprints or similar disability. A person who is eligible for an Aadhaar but unable to provide fingerprints may enrol using an only IRIS scan. Similarly, an eligible person with the biometrics of whose irises cannot be captured due to any reason may enrol using only her/his fingerprint.”

How to get an Aadhaar without any biometrics?

There are some individuals who have no hands or lost fingerprints due to medical conditions. Is it possible for such people to enrol for Aadhaar?”The provision made by the Government to register people who do not have hands or have lost their fingerprints due to leprosy or any such disease for an Aadhaar card?,” the question was asked in Lok Sabha.Replying to it, Minister Chandrasekhar said “An eligible person who is unable to provide both finger and iris biometrics may enrol without submitting any of the two. For such persons, under the Biometric Exception Enrolment Guidelines, the name, gender, address and date/year of birth are to be captured along with the available biometrics while highlighting the missing ones in the enrolment software, a photograph is to be taken in the manner specified in the Guidelines to highlight the unavailability of finger(s) or iris(es) or both, and the Supervisor of the Aadhaar enrolment centre is to validate such enrolment as an exceptional enrolment.”

He further added that the Unique Identification Authority of India (UIDAI) has also issued an advisory to enrolment Registrars and agencies to take all necessary steps to ensure that all Aadhaar enrolment operators are aware of the exceptional enrolment procedure, follow the same, and render the persons undergoing such enrolment necessary assistance.
